How to Register as a State Vendor: Step-by-Step Checklist

Use this checklist to get registered and bid-ready as a state vendor. Work top to bottom — each step links to the form or code you'll need. Check items off as you go.

0 of 7 steps complete
  1. 1. Form your business and get an EIN

Make sure your business is legally registered in your state and has a federal Employer Identification Number (EIN) from the IRS. Most vendor portals require it.

  2. 2. Identify your NAICS codes

Determine the NAICS codes that describe what your business does. You'll use these everywhere — federal and state. Pick a primary code plus any secondary codes you can deliver on.

  3. 3. Get a UEI on SAM.gov (recommended)

Even for state work, registering on SAM.gov gives you a Unique Entity ID and keeps your business details validated and reusable across jurisdictions. It's free.

  4. 4. Register in your state's vendor portal

Create a vendor account in each state you want to sell to. Have your EIN, NAICS codes, and business contact info ready. Examples: Texas SmartBuy, California Cal eProcure, Florida MyFloridaMarketPlace.

  5. 5. Pursue relevant certifications

If you qualify, get certified as a small, minority (MBE), women-owned (WBE), or disadvantaged (DBE) business through your state or city. These open set-aside opportunities.

  6. 6. Build your capabilities statement

Write a one-page capabilities statement: what you do, your differentiators, past performance, and codes. You'll reuse it in every bid. Store it in your BidCommand Company Vault.

  7. 7. Set your target states and start tracking bids

Pick the states you can deliver in, set up alerts, and start tracking real opportunities so you're responding instead of searching.

Frequently asked questions

Do I have to register in every state?+

No — register only in the states where you can realistically deliver. Start with one or two, win there, then expand.

Is there a fee to register as a state vendor?+

Most state vendor registrations are free. Certifications sometimes carry a small fee. Be cautious of third parties charging to do free registrations for you.
